if you add live microbial amendments to organic soil and allow it time to compost and you give the microbes the conditions they need to thrive, yes is can become a living soil over time. You must be exact in your preparations and follow directions to create it and to treat it as a living whole including your plants and their total whole environment. It doesn't happen over night. The soil needs to be agitated and allowed to ferment into a living soil by activating the organic amendments with water, sunlight, oxygen and carbon dioxide.
