I think the consensus is 60-65F range. The colder water is, the more oxygen it can hold. Roots love oxygen. However, if it gets too cold it'll stunt growth. Colder temperatures also prevent diseases like pythium (root rot). I'd say 62.5F is optimal.
You would need a chiller most likely to maintain this temp.
Most people just let their reservoir temperature go and add a beneficial like specific bacteria to colonize the root zone and prevent such attacks. Hydroguard is an example and is quite the staple in the GWE community.
