Too late to transplant?

It's never too late IMO. But the only real purpose at this point would be to give you a larger moisture holding base- giving you a longer period in between waterings. I do it sometimes in early flowering for that reason, because I often have to be away for five days at a time.
If you don't mind watering more often then I'd just leave her. She's not going to be growing much more root system at this point- at least in my experience.
 
Only three weeks hey. Well she may grow a few more roots still then- but most of her growing is done. I don't think it will hurt her to transplant though/ just not sure it will make much difference other than the watering thing. If you do then don't go much bigger-they tend to not have the root system to use the water as efficiently as they would if the root system was completely filling the pot- and they can get overwatered if you overdo it.
