What exactly are you trying to do? Cool or heat?

If you had to choose between the two, I would say air, as it will heat up the water slightly, but it also works the opposite... Heat will escape the water.... cooling, the water temp will drop if the space is cooled, and this could cause a root issue if the water is too cold.

Buy a cheap space heater or a/c. And a cheap water heater for a fish tank... imo, invest more when you can.

Most people heat with the hps lights, and get a portable a/c and set the temp they want.
