Whether you deliver those photons in segments or in one continuous run, does not matter. The same amount of energy will be delivered and created, unless the total duration is changed within a given standard day.
Commercial cultivators mostly use 18/6. Which if there were viable methods of improving plant production through different light methods, it would be a standard practice and well understood.
