The plant started to flower because it received short day lighting. Then it started to try to revert to vegetative growth because it got longer day lighting.
I want to say, Yes go ahead and harvest the flower. It may not be great, but it shouldn't be a problem.
I have never re-veged a plant though, so I am curious about what others may say.
To reveg you will want to clip the buds off. They are done. This is also referred to as monster cropping. Try to keep it where it recieves the most light you can give it. Maybe put it on a wagon to make it easy so you don't damage it. Check out this article.
The first leaves will look funny but after a week or 2 they will return to normal. And most revegged plants grow shorter and bushier than the original. Most can produce more the 2nd time around in my experience. Although i would say about 10% of revegged plants just do not grow as well. But that leaves a 90% chance you will have a nice plant.
