I think the Sparkly bits you are referring to are called Trichomes. The more the merrier.

personally: I have found the glitter (Trichomes) on sugar leaves to be strain specific..some have more-some less. We just want the buds to be totally "blinged out" with Trichomes..the rest is merrier as kingfish said

Usually it's the sugar leaves (the smaller leaves that are tight in the buds) that have the visible trichomes, more and more as you get deeper into the flowering stage. Other leaves (fan leaves) generally don't have many visible trichomes. And yes, as Tika said, some stains/plants have more visible trichomes on the sugar leaves than others.

Good question..I assumed flower but just the same
