im having a similar issue with some of my outdoor plants, plants ive grown 6 times before indoors and outdoors and this last round got so airy and foxtaily i can see the branch on top of my colas, just like yours, and that same structure all along the branches where golf ball like buds should be, i got it down to two main factors, this year the summer has been freaking hot and being under 13.5 hours of light a day. are yours outdoor? been having heat issues? you grown that plant before?
