Plants dont just go to flower theres a transition period either the plant they were on or they've been deprived of atleast 14.5 hours of light. Transition takes around 2 weeks some less. Or as mentioned you pulled that off a auto. I'd open those blinds for direct light that partial light isn't doing anything. Getting cuttings to take root like that can take a very long time considering other methods. That's how I root potato slips and other cuttings in the past.
Tbh may just want to throw those out. They will have to transition back to veg if they can being as theres no roots they may sputter out. So 2 more weeks for transition back to veg then they may start taking. Only if light given increases and they aren't off a auto
