White on leaves

Hey all
Can anyone tell me what's going on with these leaves ? I have had a constant battle with thrips but have mostly got on top of them and this looks different . I also have white powdery mildew on some rockmelens in another part of garden but that looks slightly different also.

Grow is outdoor. Click on pictures to get better quality .

Any help would be great!

In one word, Bugs! Any brand spinosad is said to be safe to harvest, a predator bug would be best. I bet some praying mantis would fix them.
