White clusters of spots on stems?

Hey everyone!

I've got an outdoor plant going right now, of unknown genetics, but is possibly a "Raspberry Diesel". It's been doing great outside. It's in a 7 gallon smart pot, in Fox Farms Happy Frog Soil. Photos attached.

I was watering today, and pulling off some leaves that were past their prime, when I saw these white clusters of what looks like maybe a fungus? What is this? Thoughts? Treatment?

And I can't kick these Thrips I've got on my indoor plants. I feel ready to throw in the towel on my indoor grow. They're 3 weeks from harvest and the yield is going to be awful.

Dang it.

Did you try wiping it off with a wet paper towel?? Possibly wpm if humidity is high and lack of air flow... Not sure if scales look like that but clean her up and go from there.
