Of the two I'd go with the Spider Farmer although it may not be quite as bright, it is probably much more efficient. In that style and price range, I like the HLG 100 QB a bit better and you can choose between 3000k & 4000k. I also think the Mars Hydro SP150 would do well for a rectangular space for $10 cheaper. I'm thinking about trying cobs myself and am looking at ones like the Autocob or Rapid Led over the blurple box style (sorry, idk what to call it) like the Philzon. The cost is much higher per watt but I believe them to perform much better per watt. All of these options, including the 2 you listed will grow you some nice herb but in my opinion, none of them are going to give you the amount of light and spread needed to flower 3 good sized plants really well. However, since you're not in a tent have you looked into HID? You could spend about the same money, maybe a good bit less and get all the performance you want to fully grow your 3 plants now and if you can find a bigger space later, you could up that to 6 or more.
