What went wrong??

Both plants are the same feminized strain , planted at same time, using same nutrients and the one is totally different it has some white hairs but the leaves are only 3 fingers seems like it doesn’t want to come out of veg stage

Are you positive they are the same strain? Left side looks Indica but he right has wider leaves which could indicate more Sativa leaning.

If I had to guess I'd say that one plant was into flowering and one point, then reverted back into veg for some time and is now like you said try to bust back into flower. It looks like it re-vegged at some point in the past. If this is the case it may be a while yet (no personal experience with a re-veg but have heard from others) before it buds up good.
