What is the best Time to water

Is there a best time to water the plants. Should I water my plants first thing when the lights go on or is best when the lights are going off or does it not make a difference. Just started flowering schedule today, pics in next post

In Russia this has caused many fights amongst the growers...lol
to the point where we conntacted the biggest Hort guy we have

she says " 4,30pm is the best time"

assuming the plants have had a hot day the relief should last until the next days sun burn

whatta about inside grows? I ask

she says the same 4.30pm just after most growers hit their first for the day(4.20) ....lol

matter settled everyone friends again ...lol

Thanks for the reply guy's. I've watered the last day or two by watering leaving it until night time for the plants and morning for the plants. I have not been able too see a difference yet. Thanks for your input, always appreciated.
