What are these. There growing in my neighbors girl. Only inside the buds. Plant looks healthy but if you pull the buds apart 50% of them have one of these little grubs in them.

Difficult to tell what kind of larvae but my guess is moth, there are many that look like this, for example the sapodilla pod borer moth pictured below

Whatever the hell it is, es no bueno. IMO the plant is lost, it's been chewed up and when the larvae undergo metamorphosis as adults, the first thing they do is poop out everything they've stored up for their entire youth. Stem wounds left by insects are magnets for mold, too.
 
It does look like a bore worm, cut off any damage, watch for swelled places in the limbs that may have poo coming out, dead bud tips also. Burn everything after harvest.
