URGENT - Very slow growth and dying leaves - Please help me save my grow

The pH going in was pretty high (7.5), pH going out was about 7.1. Anyway, I've been giving water with pH 6.1-6.3 for some weeks with little to no effect on the plants health. Usually, there is not a runoff when I water them. I was watering with one liter per plant two times a week. I think it is rootbound/rot, this weekend I will try to transplant it. Thanks for the help.

Latinogrower, yeah, I think you got root problems to and nute lockout,
You need to get runoff every time you water, or you will get salt build up, unless you are using living soil -supersoil, then you don't water to run-off, cause you are washing all the good stuff away.
