Transplanting

Quick question, I have read all the transplanting tutorial and I still have a question.
I’m getting ready to move from solo cups to the grow bags and I know then I’m supposed to water the plants one or two days before, but I didn’t know if the growing medium I transplant them into needs to be moist. Any help would be appreciated thanks!Soil med is ff hp and perlite added.

yes it should be damp, not wet. try not to touch the plant on the stem if you can help it.,i take a round object ,make a hole the right depth but bugger at top ,slide it in and push the dirt up to it..
 
What I do is put a.solo cup.in the fabric pot level with top of the fabric pot and then fill with medium, the day before transplant, water the soil with phed.water, and let drain for a day. Then take out solo cup and transplant
It seems easier to me to get it centered
