Tiny worms?

My latest problem. I noticed small cuts on new leaves only. Using a 40k loupe the only thing I find is so small I can I can barely make it out. I found a dark colored very small worm,' I think', at the edge of the cut . It is at a 90* angle to the cut, not on the leaf. I found 4. When I touch it with a pin point to see if it moves it sticks to the pin. I have read about worm/caterpillar problems and nothing this small is mentioned. Spraying with neem oil now, can't find BT spray locally.:confused:
 
I find cuts, tears and holes regularly but no sign of pests. It's always just the odd leaf or three so the damage is really not a problem.

I haven't bothered using a loupe to see if I could find a miniature pest though. Next time I will.
 
I was trying to find out if anyone has had a problem with 'worms' so small that they are hard to see. With a loupe I can see that something has been chewing on a few leaves. No definite culprit found. These leaves have been removed. BT found, now being used.
