The federal government has no idea how to grow marijuana. These photos prove it.

The Federal Government has been growing marijuana for a very long time. They provide a monthly stash to many people with various diseases that can be treated with marijuana. So I think they do know how to grow. After all, we know that it is not rocket science. It is just science.
 
Looking at the picture it seems possible to me, that perhaps the person at MAPS who got the supply didn't know how to grind it...... and just threw the whole thing (stems, bud and all) into the grinder.
