Spindly, yellow seedling growing flowers & failing to thrive

If anyone can give me some advice for my seedling, I'd really appreciate it. Over the past 2 years, I've had about 5-6 seedlings grow like this and I do not know what is wrong.

Some information to begin with:

1. These are the seeds I'm using: Sour Lowryder 2 Autoflower Green Pheno Regular Cannabis Seeds - Just Cannabis Seeds

2. I live in Southern California, where there is plenty of sunlight.
3. The seedling gets at least 6 hours of direct sun every day.
4. There is no problem with germination. When the seedlings first germinate and for about 2-3 weeks after that, they look perfectly healthy.
5. However, as time goes on, they invariably become lanky, yellowish, and start growing what appear to be flowers(?), even though they are just seedlings.
6. They are planted in this potting soil mix: Kellogg Garden Organics 1.5 cu. ft. Patio Plus Premium Outdoor Organic Potting Mix-681 - The Home Depot
I also applied a layer of Miracle Gro Garden Mulch that I bought at Home Depot.
7. I tried only watering them every few days, so as not to overwater, but it does not seem to make a difference.
8. I have not used any kind of fertilizer.
9. I tested the pH of my water to be 7.
10. The seedling shown in the photo is about 5-6 weeks old.

My advice would be to stop using this soil combination. It appears to be cooking the roots. Kellogg's is notorious for having high levels of manure. Honestly the soil looks like it's 90% redwood bark which is extremely acidic. Seedlings prefer a very benign drainable soil with a good amount of perlite. There are some very good soil recipes out there on the internet or you can buy premade soil designed for cannabis. If that's hard to come by in your area, any tomato soil product will suffice. I very much doubt that this plant is salvageable.

That soil is 30-10-10. I do coco but that's a lot of N for a seed, much less a seedling.
I don't think 6 hours of direct sunlight is really enough to thrive.

It's frying being cooked by that soil......seems that needs to be mixed with inground soil garden veggie

Definitely cooking them in that mulch. I'd toss them and start over in some better quality soil. Catfish is right. 6 hours is not enough sun light.
