Small sprouts?

Sometimes I get tiny little spouts, they seem formed properly but are very small and do not progress in growth? Or I get sprouts that pop up but do not develop? I use a combo of good black soil, ground coco and perlite. PH balanced water. I do get normal spouts also, but I seem to get too many midgets? Seed quality?

Sprouts ARE small, Drum: what kind of light do you give them after they pop up? Can you show some pics? It'd help a lot.
