It seems like the photos are showing multiple issues. Are all of those white spots on the leaves pests? Or have you dusted them with something? Also, it appears that your plants may be re-vegging?
But to answer your questions, ignoring anything else, the buds do not look ready to harvest. When they are, you'll notice the pistils turn brown/orange/amber and they'll curl in. Many of yours still look white. Additionally, get a magnifying glass, push the pests out of the way, and look at the trichomes. When harvest time is near, they'll turn cloudy then amber/brown. Different amounts of cloudy vs brown will have slightly different effects, but I wait for 10%-20% of them to turn amber before I harvest.
