SOIL Question - Potting Mix

Firstly, good to see the forum back!
Secondly, the ingredients below are for a potting mix.
My question is however, do people generally mix these recipes with the intention of immediately planting a seedling. Or does it need to be watered and left for awhile to ‘break down’ and let the beneficial biology do its thing before planting?

Fibrous texture:
Store bought premium potting soil
Coco coir

Aggregate:
Perlite
Lava rock

Amendment:
Bat guano
Seabrid guano
Bone meal
Potassium sulfate
Dolomite lime
Feather meal
Alfalfa meal
Blood & bone
Kelp meal
Azomite

* I have not added measurements as its not relevant

Maybe it's not an option in your area but FoxFarm sells some kick-ass dirt and it's pretty inexpensive and it's a proven product.
