Propagation/Veg Lights in a 12" wide space

I'm looking for guidance on lights you recommend for the propagation side of a multi-chambered tent. The preferred coverage area is 3'x1' which I realize probably doesn't exist. However, I do need it to fit in the 12" width.

This space will be double-deckered, seedlings up, veg plants down. What do you recommend I use for this space?
