HELP! Please help me identify this problem!!

I cant find evidence of spider mites, thrips, or any other creepy crawlies. I don't see gnats or flies. The leaves in the areas that are damaged look to have white bumps with almost hairlike extensions from them. They don't move or come off if you scrape with a fingernail or wipe with a damp towel. Could it be a deficiency? Root rot?

I am growing in organic soil and its wk 4 of flower. Humidity has been in the 55% range and temps stay between 69 and 76ish.

Please help! Iham having nightmares of losing my crop.

standard nute burn flush air temp, ph'ed water thru the soils 3 times the pot volume, to drain over night to continue in the morning, no nutes for 2 weeks
a sprays of bug killer is good this time of year(passed the soltice)
neem oil is a good allrounder systemic and organic
