Is it possible to switch (MH) growth lamps? Plants that have been burned at the tip of the leaves are not nutritionally supplemented and lack nutrients?

Sure go for it - if you think your cfl's are not working well - cuz they aren't close enough.

Just gave the plant some nutrients, NPK: 20-20-20, continue to observe

tip discoloration like that is caused by to much nutrients if they are in soil then they should be fine for at least a couple more weeks and yes you can swap lights they are in veg now and not seedlings so more light is needed
