PAR (Photosynthetically Active Radiation) is quite simply the range of light which plants can use for photosynthesis, it is not a measurement system and only defines the range of frequencies used by plants. EMR between 400nm-700nm is light which can be used by plants for photosynthesis. Light outside this range is below the level for which plants can effectively turn photons into usable energy. PAR can be used to set the parameters for measurement systems such as photon counting.
