HELP! Outdoor lights

Good Morning GWE

We are doing research into a commercial hemp grow outdoor under a pivot, I am hoping for some knowledge and insight. We have a 40 hectare pivot and hoping to start with 20 hectares, my two questions are
1) I have been informed the plants don’t like water directly on them? So would need to adjust the pivot to water to the base of the plants?
2) We have been told we would need to light it in the lands for a month of its cycle 18hrs light 6 dark, well I understand this, I am wondering if you have ever seen lights under a pivot area, any suggestions would be greatly appreciated!

1 I grow outdoor, it rains here, many folks use foliar sprays to help growth, it is true we do not like wet on buds as it can cause bud rot
2. It grows wild all over Kansas with no added light, in the spring it would get 9 hours light adding 1-3 minutes a day. Controlled lighting would be helpful, however your talking about one hell of an electric bill.
3 I dont farm hemp, and I am sure others will have comments.

A pivot is a centre rotating device to help get a more accurate and even water distribution around a field (some pivots can be 100 hectares, 186 football pitches)

The electricity bill will be outrageous so we are thinking solar, where we are we tend to get a good weather so that always helps. We think the only way would be poles above the canopy of the crop but below the height of the pivot??
 
After I got my jaw closed my first thought was check your local regs regarding light pollution. Locals will be wearing their sunglasses at night!
 
Solar would be good in the long run, but costly to set up. Also where does the water come from? If it has chlorine or chloramine in it that would be bad for the soil and plants.
A commercial grow near me got their very first electric bill,for only 2 weeks of power. It came in at a bit over $5000.00 (and no where near what your doing), yes for only 2 weeks, the lights went out and the plants did too (outside that is).
