One plant isnt budding dont see sex

Im a new grower i got 2 plants going one is budding but the other isnt i dont see any balls so i dont think its a male both seeds were random so dont know strain or sex if anyone knows why it hasnt started budding yet or if it even will i appreciate it i have a few pictures

Ok can't really say anything for sure but watch the one that is "budding" closely in my random bag seed grow I had one "bud" before the other three that one turned out to be a male and the others female..
you picture doesn't really show the stipules well can you get a better picture of the growth nodules?
 
Closer look at your "budding" plant I can't say for sure
But I see no long white hairs and kinda Bulby shapes (picture is fuzzy) is say that's a male.. but again do not take my word wait for someone else
 
Yeah that's definitely a male. I thought I saw a couple of pistols in the first picture but I guess not.
