No sun

We have been having the worse weather here..I plant my plants outside. But have had hardly any sun. Can't I put my plants under some t-8 till the sun I'd more consistent?
 
Its pouring rain here, and has been little sunshine as well. I planted anyway,,,
Last fall I had small plants outside, the days got to short and I added lights to keep them at 12/12, and closed them in to keep them warm.
I currently have small clones inside I take outside on sunshiny days (maybe after noon), even partly cloudy days, when they stay inside they are under CFLs (they are on 14/10s)
 
If you have access to lighting that would help. I had a bad run of ground hog day weather here, first good day after a few partly cloudy days
 
True what Weed Pharma says. We have had same bad weather for growth. I am keeping mine protected from pounding rain but there outdoors. The following days are looking good out in the Pacific NW.
