So possibly Trump's views on cannabis parallel that of Jefferson Beauregard Session's. Scary However the heavy investment in cannabis in the legal states to some extent guarantee that a new war on cannabis will not be waged. The investment class are always preserved. It is the nature of the self perpetuating beast.
