At that angle I'd have to agree with The Beard.
Looks quite small aswell. If its wings look like a leaf and are not translucent, also has rear legs like a grasshopper, Katydid for sure.

Looks like a buffalo treehopper to me. Never seen a Katy-Did that small.

Suppose it could be a first molt but they usually have much larger legs. The big square head doesn't look quit like one either.
