A couple measurement pictures. Tomato cages went on this morning.
 
Scotty, some straina can take a little long to flower some go 8 weeks and done some go 14 weeks. Do you plant show pistils? Here is a example. Are you absolutely positively sure your on 12/12 with no light leeks.

Yup pistils have shown. I'm 100 sure of my 12/12. I'm on 12L a week with 6ml of iguana juice.
i lowered the hps yesterday and pistils showed today. I may have to replace my bulb soon. I may add a 48inch fluorescent as side lighting.
 
If your duck are in a row, which it sound that way and not knowing the strain, but having pistils. You best bet is patience. Like Tyler_H said proper nutrient levels are important for flowing, low nitrogen and a increase in potassium and phosphorus.
 
Yeah I will be getting some flowering neutes this week.
After extensive contemplation I decided they needed a major defoliation. I shall post pics in the am
 
They're looking good! All the growth tips are turning into bud sites because of the LST, nicely done scotty!
Keep up the good job and always remember that when it comes to defol you better do it less than too much because the leaves won't grow in mid and late flowering stage.
If you're struggling on which leaves to remove just take off any bottom leaf that stays in the shadow.

Are you watering 6L every 3-4 days? How old are your plants?

Yes 4L every 3 days, alternating nutrients with plain water. Plants were 12 week veg and 3 week flower
