I'm sort of with Soobugal. I don't know from reveg. Looks to me like an underdeveloped plant. How old, what has your light schedule been, and what do other plants look like?
 
It looks to be a female plant to me. I could not see any male flowers in that photo.
 
6 weeks, from seed, at 12/12?
Is it an auto, feminized, or regular photoperiod plant.
Take a look at the information at the bottom of one of my previous posts. We need information like that as well. How about a picture of the whole plant and another area in question?
 
In hindsight, I think this plant is more like 8-9 weeks old and it was a feminized seed. It is also putting out one finger leaves and not the typical 3-5. I have circled what balls to me in this picture. Would you trash this plant and would it be good for anything?

I see what you are talking about Milktrich . Those are not balls. Thay are calyx(s). Female parts.
It could be you have a bum seed that will never develop into a 'healthy' plant. It happens. Keep it going and see what you get.​

The 'balls' that you have circled appears to have stigmas sprouting out of them. They are just big, fat, lovely, female calyxes, in my opinion.
 
12/12 from sprout? What made you think that was a good idea? And yes she's a she but a very confused one as per usual.
