HELP! Light burn?

Growing second grow from my own clones of NL and Maui that I started from seed.First went well but this one I think has light burn. One day a few leafs appeared looking like these. I raised the lights but a couple days later I got a few more. I am using 2 1000w hps, 1 double ended, over the two plants in screen of green and about 3.5' x 7.5'.

Is it light burn? Can it be caused by lack of air movement?
