Leaves yellow from too much water?

Hi I am a first time small grower.
plant has about 3pair of leaves and the very first oval/round leaves are yellow.
My PH of the soil and water is between 6 and 7.
On the Moist meter its "very wet" is it possible for the leaves to have turned yellow because of to much water??

using 6 45 watt cfl lights
plants are about 3 weeks old
