Could be - tuff pic to tell really - but if it is, just rip the whole infected bud/leaves right out. Defoliate some of those leaves that are blocking the light

I'd think if there was that much of it on that bud there'd be a bunch on the nearest leaves. Mildew tends to cover areas more than spots in my experience. Could it be bleaching from lights?

Good eye Lucky! When you zoom in real close I agree it looks like light bleaching. If so, it is caused by the grow light being kept too close. So it's just a matter of moving the lights up a few inches and it will stop spreading This is what light bleaching looks like up close
