Hello, I am a new grower, I was able to get my hands on few strains from a local supplier of cannabis in the ghetto and I want to ask if they are viable enough to germinate

Squeeze them between your fingers. If it cracks, nope. If it doesn't, yep.

Howdy Hharjet & welcome! Far as the seeds go- Put them in a shot glass of water for 12-24hrs then plant them. If they grow- they are viable. 😅

Sadly I don't have access to all the materials listed, not easy to come across
Just making use of a corner in my room

I might suggest putting them in a dark space. If I can see the seeds through that towel they are getting light. Kind of a no-no for germinating. Hope they pop for you.
