It has dust rinse that off when you get the system up and running then use ph'd water.

I agree with karlee. You dont need phed water to rinse it you can just do that in the sink. Make sure you do rinse tho. It'll turn your water nasty if you don't. If the pebbles don't dry all the way before u put them in your system the leftover sink water might raise ph a little but not much
