I have plants in veg that are close to light cabtvraise lamps. How do I lower the plant and how long before I put to flower

When it comes to when to flower, a good rule of thumb is to switch to 12/12 when the plant is about half the final desired size, as they will typically about double in height after the switch (though some strains may stretch more or less).
