HELP! How to deal with high (700) EC/PPM tap water?

Man what a trip. If it’s not the ph we are back to square one. I water right after mixing the nutrients so I don’t know if it “drifts”
 
I'm constantly fighting PH, my last grow had two tubs, same nutrients in each and fed from the same top off res. Long story short, each tub had its own ph issues (In tear down I noticed one of the stones was really blocked off by roots and that could of been the problem. At the end I just tried to keep them in the 5.8 range and accepted it was going to be constantly changing. However I still keep trying to find the root cause.
 
Agreed that is quite the mystery... I'm perplexed right now but only thing I can do is continue on.

My 4 seeds have sprouted bar 1 so I'm gonna make a diary and see how it goes. Maybe someone will pick something up which I missed, so if you want to, look out for that
