That should be a good starting point. Hard numbers help but your plant will tell you best.
Most people use the light manufacturers recommended heights and go from there. So say your light says 20 inches for veg I would start at 28-32 inches. once you have a good 2 - 2.5 inch seedling slowly drop the light into manufacturers zone.
Seedlings don't need a lot of light intensity. You can start it in your window or under a household cfl or led. If it has a few nodes it isn't a seedling anymore and you can play with lux to see how it grows.
I’m using 2’ T8 floresent blue light tubes from seedling to and including veg until I can fit in my bloom room keep 2-3†away, very gentle light 24/7 and very cost efficient!
