How do I make Low TAC cannabis

Do you mean low THC? If that is what you mean, you need to choose a strain that is naturally low in THC. To reduce the effectiveness of THC in your plant, let the trichomes turn amber.
 
What I know about that is that most ruderalis species are very "salvage" with very low flower and resin production. Would be easier to start breeding diferent autos together than to succeed in inheriting that single DNA code that lets them flower whenever they're ready
