Yes those are pollen sacs. Good news is you don't have to scrap your girls. Just remove all the sacs you can and keep removing if more pop up. If you get them good and keep an eye on them you will end up with little or no seeds at the end. If you do happen to get seeds, save them because they will be feminised. Hope that helps.
