What is the cause of this never had it happen before its a oregon lemon

Look under your leaves for bugs - or - it's the worst case of white powdery mold i have seen.

Pic of the whole plant would help.

WPM you've let go for quite awhile.

If it smears when you rub it, PM. If it doesn't, you have some serious mites. Those by far are the likeliest two candidates for that leaf. A whole plant pic would be more beneficial.
