HELP! Help cob light intensity

Hello all 👋🏻 I’ve been having a problem the last few grows after updating to 12- vero29 b version in a 4x4 tent. Powered by 2-hlg320h-c1050b with potentiometer and 2 rapid led Emerson effect boards. The 4 Jesus juice last run and one alien rift this run are showing light stress. First week of flower I’m 30 inches off the plants and running 200 total watts.(out of 650). Only reading 10,000 lux. Really bad taco leaf rolling. The JJ was so stressed I found pollen sacks on some lowers. Environmentals 55% humidity, 72 degrees day 68 night plenty of air movement. Running 3gallon smart pots with 70%coco 30%perlite. Jacks 321-1.2 ec. In 1.3 out. Water 2 times a day. I flush with recharge 2 times a week. No bugs, IPM every week.🤷🏼‍♂️ Are the veros that intense? Seems like three out of four plants are taking the light this round.
