Germination and Failure to Thrive

So I am having a problem germinating some seeds from Fastbuds..Girl Scout Cookies and Gorilla Glue.
I usually have around an 70-80% success rate germinating seeds.

So far I've tried 2 seeds of each strain and the same thing happens...soak seed for 24 hours in tap water, then in paper towel on a heat mat at 81°.
In a day or two I get a small taproot...1/8" - 1/2", the seed splits open......I transfer to a rapid rooter that sits on the heat mat in a tray with a cover...and then it just stops...no growth...I've given them 10 days and then call it quits.

This is the same method I've successfully used for the last 5 grows.

Could it be the seeds....bad genetics?
Any ideas?

That sounds to hot to me for the roots, I also go straight to soil which works better for me. My grow room is currently 68* F with the lights on. I dont use a heating pad, last time I tried I cooked the seed,,,, I know cheap ass pad with no temp regulation,,,
