HYDRO Dumb question about PPM

Running rdwc and curious about when feeding schedules recommend a PPM range, are they implying that’s the range when in water, or just the nutrients by themselves. I’m guessing it’s the first one but I’m overthinking it. Thanks.
 
Ok that’s cool, seems like another complexity to add to it lol but my meter measures it and it seems like useful info. Thanks.
