I concur with Gator and Dabber. Your plant looks too wet. There appear to be two challenges with your winter grow:
1. Seed source. Did these come from a reliable seed vendor or a lesser quality source? A 10%
germination rate suggests either poor quality seeds or problem with your germination method. Just guesses. You should get 8 or 9 out of 10 to sprout, minimum, even with home made.
2. Grow medium. Wet soil = failure. 70/30 or 50/50 (my personal choice) coco/perlite in fabric bags is virtually impossible to overwater. The combination of a light, friable coco mix and air porous pot gives the plant roots all the oxygen they need to flourish.
And it is reusable.
But, you know the drill. Great genetics. Proper medium. Right nutes. Excellent environment. And a knowledgable grower to orchestrate it all together.
