Double bud site?

I have two bud sites at one bud site. Is that what I'm seeing? I thought I might have topped it but the bud site on the other side is just a wee little thing. Bud sites above and below are normal.

I would say it is damage of some type, bug, topped, maybe just deformed it happens

If the growth was stunted, I would go for the damaged idea. But it's as big or bigger than those above and below.
